Web server stopped working

Weird problem - have had a web server running for the passt couple years - no real issues so far.


Today I added a new sharepoint in order to create space for a new Macbook to use as a TimeMachine target.


And for some reason the website is no longer responding - when running a scan from outside it says connection on port 80 was actively refused.


I don't thnk I changed anything else - unless my ISP is now blocking that port and I need to shut off my router long enough to get a new IP address.


Just doesn't make any sense to me.


I have checked my public IP and DNS records - everythign looks good.


I have verified port forwarding in my router.


I have rebooted the server - I have stopped and started the Web Services.


Odly the access and error log stop about 40 minutes ago even though I ahve been poking at it - and thre aer a number of entries for File Does not Exist.


If memory servers I did have to change permissions on the fies to get it to work in the first place - but none of that has changed recently.


Tried duplciating the entire folder containing the wbe site(s) and deleted and recreated the Web Services item - the file location is not dedault but an external RAID array.
